Because it's a closed city a lot of parents like to take advantage of that system to dump their kids. The kid gets assigned to a school, and their parents just disappear. Guardianship is supposed to be taken over by the city and their school, but it's common for certain research institutions attached to the schools to grab those kids and use them for prohibited experiments. Usually they end up dead, or worse.
No one's going to miss them, so who gives a shit? The city definitely doesn't.
Academy City is a fucking sovereign city-state. Even though it's located in Japan it isn't really beholden to the Japanese government.
Their marketing for the Power Curriculum Program, the thing that produces espers, is really strong. Most families will line up to register their kid, since they think the worst that'll happen is that their kid might not end up strong enough to manifest any kind of ability and still get an education at a city that's thirty years ahead of the rest of the world.
But I know there's been a lot of growing unrest in the rest of the world recently. It's mostly been from a growing contingent of parents who don't think the city's safe, and religious organizations.
