It's a blanket term meant to describe humans who have developed extraordinary abilities.

Then assume he has echolocation and eats bugs until proven otherwise.

Yeah, but as long as he doesn't hassle anyone just let him eat all the bugs he wants.

He is a nuisance, but Langstrom is, when he is in control of himself, generally not inclined to harm others.

When he's in control of himself? That's an issue with him?

Due to the Man-Bat serum. Whether this one suffers the same affliction or not is still unclear.

I take it you're keeping an eye on him, then? Even outside of your job on the train.

I monitor all possible threats.
