It does, doesn't it? But that's Academy City's propaganda at its finest.

The way the system is set up makes it easy for parents to abandon their kids once the kid is in the city. It's easy for Child Errors and kids who don't have family they can rely on to fall through the cracks, and end up being part of unethical experiments serving some researcher's fucking ego. [He waves a hand for emphasis as he continues.] Some shithead or an entire research facility decides that doing experiments on esper organs is a great idea, or they think they can replicate a unique ability in other espers by messing with brain chemistry, or that by repeating the Curriculum's medical procedures they can find a way to give espers multiple powers instead of just one.

No one is around to notice if some Child Error goes missing when an experiment goes wrong, so they're prime candidates for that kind of shit. They get chewed up and spit out. Usually the ones who wind up dead are lucky, since they don't have to live with whatever the hell they went through.
